For "demand-shifting" read "rationing" or "service outages" or whatever your favoured expression for being 'involuntarily disconnected' / 'priced out' may be.

We might be forgiven for opining that all this is not so much "green" but somewhere between "grey" "black" and "unconscionable" in inconsistently variable proportions.

Still (unholy thought!) there seems to be no shortage of illegal immigrants currently ensconced in paid-for accommodation - so any real manpower shortage for the conscription that has been mooted seems unlikely. Buy on the rumour, sell on the denial?
