This video is from 28 October, just after a relatively benign tropical storm suddenly turned into a raging hurricane (hurricane Otis) which hit a quite unprepared Acapulco, before immediately fading away to not much at all.
This report is from a resident in Mexico, north of Acapulco.
"Most people in Acapulco had already gone to sleep and no idea there even was a hurricane ... "
