Bloomberg Pulling Sadiq's Strings in London?

Why is Sadiq Khan railroading his "clean air" agenda through in London?
London is the only (as far as I know) C40 city in the UK, so far.
"C40 is a global network of nearly 100 mayors of the world’s leading cities that are united in action to confront the climate crisis"
Of course London is a major world city - the WEF's C40 project could hardly be considered credible without it, so they have their puppet in place as mayor (but did he campaign for election as the "WEF stooge" offering C40 City status?).
No matter - he has powerful backing from non other than Michael R Bloomberg (no doubt intervening to champion the interests of the typical Londoner) to pour money into this philanthropic project to price ordinary Londoners off the streets, boost the sales of approved clean air vehicles, gather ever more money from the least pecunious classes, and of course notionally save the world from the imminent climate catastrophe that has been foretold seemingly since time immemorial.
Of course whatever Londoners think ("not much" if the ever decreasing numbers of operational ULEZ cameras is anything to go by) may not be relevant when set against the wishes (not to mention unlimited money) of Michael R Bloomberg, the WEF, and their supportive bankers - after all, if it fails in such a global mega-city, how does that advance their C40 Cities project?
Still, I wonder whether Michael and Sadiq bargained for either (a) the short in situ life of the necessary spy cameras or (b) the inability of the authorities to chase down the fines and charges should Londoners take it into their heads en masse simply not to pay.
Such a situation could probably only be corrected by the bankers taking the money out of people's accounts directly.
Does anybody think that won't happen?
When it does, the authorities will be pitted directly against the people, and democracy is clearly at an end.

The shaping of public opinion is a trademark of the secret services - that is clear from Operation Mockingbird, where the CIA took control of the American media. Why do that unless you want to manipulate public opinion?
Of course, the British are alleged to have helped the Americans to set up the CIA after the end of WW2. So have the British secret services been up to the same kind of tricks as their counterparts in the USA?

In the same era (2003), the death of weapons expert Dr David Kelly was also extremely controversial, and may have been coincidentally associated with Prime Minister Blair's support for the invasion of Iraq due to Saddam Hussein's alleged possession of "Weapons of Mass Destruction" - WMDs that it turned out later were never found.
His inquest was "never finished" (this video does seem to have been doctored to remove inappropriate sound track sections).
