Yes, I had to look it up - so I figured I would save you the bother.

Effectively the creation of a fake grass-roots movement. It seems to me that there could be a great many candidates for this "accolade".

This is about the art of manipulation of public opinion, an art which has really come to the fore these last two corona years, after being previously used in the background without attracting too much attention.
