Congress is at war with the Trump administration.
Both parties in Congress have filed impeachment articles against the Secretary for War.
The House had to vote on the matter within two legislative days.
So the House was sent home on recess until after the mid-term election. No session > no vote > no impeachment.
Boris Johnson was taken to Court for proroguing Parliament, if memory serves ... and lost.
This is lawfare, it isn't democracy, however corrupt the institutions concerned may be.
